Repatriation of crew coordinated by DMW
The Department of Migrant Workers (DMW) was monitoring the Filipino seafarers affected by recent drone attacks in the Black Sea near Novorossiysk, Russia, as authorities and shipping representatives coordinated assistance and repatriation efforts. The 17 Filipino crew members of the 'Anna S' were confirmed safe as of Aug 22. The 22 Filipino crew members of the 'Elina B', which was attacked after assisting the crew of the 'Anna S' on Aug 17, were also confirmed safe and unharmed. One Filipino crew member from the 'Anna S' was receiving medical care in Turkey for a kidney condition. He remained in stable condition and was undergoing diagnostic procedures under the supervision of a nephrology specialist and medical team. The ship owner and its port team have provided assistance to the 17 affected crew members, including USD 300 each, mobile phones, clothing, footwear, toiletries, medicines, and other essential supplies. The phones were provided to help the seafarers maintain communication with their families. Coordination was also underway with the Philippine Embassy in Turkey and Turkish authorities to process the necessary travel documents and immigration clearances. The crew members were expected to disembark from the 'Elina B', which had dropped anchor in the Bosphorus Strait, before arrangements were made for their repatriation to the Philippines. The department continued to coordinate with concerned government offices, the Migrant Workers Office, the Philippine Embassy, and manning agencies to safeguard the affected seafarers and assist their families and would be monitoring developments until the crew members have been safely repatriated.
Cargo ship struck and abandoned off Novorossyisk
The 'Anna S', operated by the Neptune Tradebulk, was hit about 20 nautical miles from the Russian port of Novorossiysk on the night of Aug 17, 2026. The ship was essentially destroyed by a fire that broke out following the explosion and spread in the accomodation block and the wheelhouse. At the time of the strike, the vessel was unloaded and was heading toward Novorossiysk to load grain. The 21 crew members on board — 20 Filipino sailors and the Romanian captain, abandoned the vessel and were rescued by another commercial ship operating in the area, the bulkcarrier 'Elina B' (IMO: 9577446), which had 20 crew members on board. The 'Elina B' was also targeted in a missile attack. Despite being struck, the vessel remained operational and continued sailing towards Turkey at a speed of 9,5 knots, carrying its own crew along with the 21 rescued seafarers from the 'Anna S' on board.
