Auction of nine seized vessels failed
Ukraine’s Asset Recovery and Management Agency (ARMA) has failed to sell nine seized vessels located in Izmail, the 'Rondo', 'Svir', 'Avangard', 'Volgo Balt 225', 'Omskiy 6', all flying the flag of the Russian Federation, the 'Volgo Balt 193', flying the flag of the Union of the Comoros, and 'Omskiy 132', 'Naviger 2' and 'Volgo Balt 244', all flying the flag of Palau, after an auction scheduled for Oct 8, 2026, attracted no bidders. The fleet was offered as a single lot with a starting price of UAH 151.66 million (excluding VAT). It comprises eight dry cargo vessels and one oil tanker built between 1970 and 1988. Most of the vessels were in unsatisfactory technical condition following prolonged periods of inactivity. Some have also sustained damage from Russian attacks, adding to the potential cost of restoring them to service. In addition to the purchase price, a prospective buyer would have been required to pay approximately UAH 58.4 million in customs duties and cover further expenses related to repairs, maintenance, berthing and vessel registration. The auction’s failure left the future of the nine-vessel fleet uncertain.
Nine seized cargo ships, damaged in attacks, were put up for auction in Izmail
The Asset Tracing and Management Agency has put nine seized vessels located in Izmail up for auction on the Prozorro.Sales platform, the 'Rondo', 'Svir', 'Avangard', 'Volgo Balt 225', 'Omskiy 6', all flying the flag of the Russian Federation, the 'Volgo Balt 193', flying the flag of the Union of the Comoros, and 'Omskiy 132', 'Naviger 2' and 'Volgo Balt 244', all flying the flag of Palau. Some of them have been damaged as a result of attacks, have holes and water ingress, and the engine room of one of the vessels was partially flooded. According to the lot description, the 'Rondo' was in poor physical condition, regarding both the hull and its mechanisms, due to prolonged inactivity and required comprehensive repairs. The 'Svir' was in significantly worse condition. The vessel was damaged by enemy attacks, and two of its engines were partially submerged. There was a hole in the hold caused by a UAV strike, through which water was entering. The vessel was aground, and the documentation stated that if it continued to take on water, there was a risk of it sinking completely. The 'Volgo Balt 225', 'Volgo Balt 244' and 'Naviger 2' have also sustained damage from attacks. The 'Volgo Balt 244' had a hole in the hold and was constantly taking on water, so it was being pumped out. A similar situation involving a hole and water ingress has been reported on the 'Naviger 2'. On the 'Omskiy 132', the engine room was partially flooded. A prolonged downtime without proper measures to maintain the vessel could lead to an emergency situation. Other vessels have also been out of service for a long time and require comprehensive repairs to their hulls and machinery, as well as system performance checks. The starting price for the entire lot was 151,660,918 hryvnias, excluding VAT. The minimum bid increment was 1,516,609.18 hryvnias, and the security deposit was 15,166,091.80 hryvnias. Separately, the winning bidder must pay 58,442,428.72 hryvnias in customs duties. In addition, the buyer will need to account for potential expenses related to vessel repairs, their safe maintenance, mooring, and berthing. The new owner will also be responsible for handling vessel registration, changing the flag, and preparing the necessary documentation. This is the first auction for this lot. Bids will be accepted until Oct 7, 2026, at 8:00 p.m., and the auction itself has been scheduled for Oct 8 at 11:55 a.m. The auction was to be conducted as a three-round English auction. The sale was being conducted as the disposal of ARMA’s seized assets. The grounds for the sale were the rulings of the Pechersk District Court of Kyiv dated June 20, 2025, regarding the seizure of assets, and dated May 21, 2026, regarding their transfer for disposal. The documentation also refers to criminal case No. 62022000000000160, registered on April 4, 2022. In addition to the cost of the lot itself, the announcement explicitly provided for customs duties exceeding 58 million hryvnias and potentially significant expenses for the repair and maintenance of the vessels.
