The U.S. Coast Guard alleges that the crew of the Monarch Empress illegally discharged oily bilge water approximately 30 times while the cargo ship was in port in Haiti and the Dominican Republic. Since June 5, the Coast Guard has detained the 4,177-ton Panamanian-flagged ship which normally transports cargo from the Port of Palm Beach in Riviera Beach to Haiti and back.
