Russian shadow tanker released after payment of fine
Suspected of belonging to the Russian shadow fleet, the 'Deliver' was authorised to leave French territory on July 23, following a decision by the Marseille court. It was fined for a flag violation, one month after the French Navy had intercepted the tanker, flying the Cameroonian flag, on June 23 off the coast of Sicily for a flag verification check. The vessel, coming from the Russian oil port of Primorsk near the Finnish border, was sailing toward Singapore via the Suez Canal. The ship, which appeared on a list of vessels removed from the Cameroonian registry by the country's Ministry of Transport on May 29, had been escorted by the French Navy to the port of Fos-sur-Mer, near Marseille. The Marseille public prosecutor's office, acting under the jurisdiction of the maritime court, had opened an investigation into the flag violation. The ship had been detained offshore from Fos ever since. Off the coast of Sicily On Wednesday, July 22, the ship’s owning company was ordered by the Marseille Judicial Court—under a plea-bargaining procedure (CRPC)—to pay a financial penalty involving confiscation, for failing to provide proof of the vessel’s nationality (lack of flag registration). This was announced in a joint statement by the Mediterranean Maritime Prefecture, the Marseille Public Prosecutor’s Office, and the Bouches-du-Rhône Prefecture. The amount of the fine was not specified. However, France has decided to toughen its sanctions policy against vessels in the Russian shadow fleet by updating the Military Programming Law, which was adopted by Parliament in early July. The company has made a written commitment to secure a new flag as soon as state authorities lift the detention order. Following the payment of the fine, the vessel’s detention was lifted. The tanker left French waters towards Sicily then. The 'Deliver', —which has been on the European Union’s sanctions list since February 2025 (a list further expanded on Thursday, July 23)— was the fifth suspected shadow-fleet tanker to be intercepted by France since September 2025.
Captain returned to his ship after arrest
Investigations continued into a flag-registering violation of the 'Deliver', the Marseille prosecutor's office announced on June 29. The 'Deliver' remained immobilised off the port of Fos-sur-Mer. Following the tanker's arrival on June 26, the captain was taken into custody, a measure lifted on June 28. He was allowed to return to the ship, but the vessel remained subject to administrative detention. The 'Deliver' was notably on a list of "ships deregistered from the Cameroonian flag" established on May 29 by the Cameroonian Ministry of Transport. The Cameroonian government had condemned in early June the “fraudulent and abusive use” of its flag by another tanker of the Russian ghost fleet, the 'Tagor', which had also been intercepted by France in the Atlantic. The 'Deliver', which has also been on the European Union’s sanctions list since February 2025was is the fifth tanker suspected of belonging to the ghost fleet to be seized by France since September 2025. Before the 'Deliver', France had already intercepted the tankers 'Tagor' on May 31 in the middle of the Atlantic Ocean, the 'Deyna' and 'Grinch', stopped in the Mediterranean in March and January 2026 respectively, and the 'Boracay', seized in September 2025. The 'Tagor' remained impounded as of June 30. France seized next Russian shadow tanker
The French Navy intercepted the 'Deliver' on June 23, 2026, with 25 crew members from four nationalities on board, which was suspected to be part of the Russian Shadow Fleet. The tanker was stopped near the island of Sicily. The ship had violated international maritime law and was boarded by armed French troops. The ship had sailed from the Russian port Primorsk on June 5 and was enroute to Singapore with an ETA as of June 30, according to its AIS transmissions. The French inspection operation, conducted on the basis of Article 110 of the United Nations Convention on the Law of the Se, aimed to verify the nationality of the vessel suspected of flying a false flag. The 'Deliver' was therefore escorted by French Navy vessels to an anchorage for further checks. The interception of the 'Deliver' was carried out in close cooperation with the European operation EUNAVFOR MED IRINI and with the French allies, including the United Kingdom. The interception ofthe tanker was the fifth of its kind carried out by France, following those of the 'Tagor' on May 31 in the middle of the Atlantic Ocean, the 'Deyna' and the 'Grinch', stopped in the Mediterranean in March and January 2026 respectively, and the 'Boracay', seized in September 2025 off the coast of Ushant (Finistère). The 'Tagor' remained impounded to date, while the 'Deyna', the 'Grinch' and the 'Boracay' were initially detained but were allowed to leave, after the latter two paid fines of veral million Euros.
