The 'Samro' was detained for the third time within about 1,5 years, this time on Sep 22, 2026, in Constanta with 14 deficiencies, ten of which being regarded as seriously and grounds for a detention: 1) Certificate & Doc - Fire safety operational booklet Missing 2) Certificate & Doc - Seafarers employment agreement Invalid 3) Certificate & Doc - Records of seafarers daily hours or work or rest Missing 4) Fire safety - Remote means of control (Machinery spaces) Inoperative 5) Structural conditions - Stability/Strength/Loading information and instrucments Missing 6) Life saving appliances - On board training and instructions Missing manual 7) Safety of navigation - Charts Not updated 8)) Emergency system - Fire drills Lack of training 9) Cargo operations - Atmosphere testing instruments Due for service 10) ISM - Ism certificate Not as required The vessel was released again on Sep 25 and left the port enroute to Galati with an ETA as of Sep 26.
