On June 9, the 'Polkovnik Fesenko V.K. was renamed 'Kirilovich' in Reni, still with the flag of Cameroon. On June 15, thd ship was detained for the third time within less than a year, this time in Samsun with 16 deficiencies, seven of which being regarded as seriously and grounds for a detention: 1) Structural conditions - Steering gear Inoperative 2) Cargo operation incl. equipment - Atmosphere testing instruments Not as required 3) Cargo operation incl equipment - Cargo Securing Manual Not as required 4) Fire safety - Oil accumulation in engine room Not as required 5) Pollution Prevention - Ballast Water Management System Not as required 6) Water/Weathertight - Machinery space openings Unsafe 7) Water/Weathertight - Cargo & Other hatchways Not as required The vessel was released again on June 19 and left the port enroute to Izmail.
